Government

There are generally four types of local, county, state and federal governments, sometimes known by other names. A county is the collective entity connecting small towns or villages in a given area. A state is the collective entity of any number of counties, and the federal or national government is the collective entity of all the foregoing. These various regional entities provide varying services for the Whole, such as county wide roads to state-wide and to a national transportation system. Socialist government coordinates between each of these jurisdictions. Government is generally good when its politicians and workers are honest. Government is generally bad when crooks proliferate, siphoning off the public money for personal gain.

Socialist government is essentially maintenance or preserving what is, as community assets like city hall, perhaps the opera, and the infrastructure. The number of jobs is more or less fixed. Only Capitalism can provide job growth, in that new enterprises are continually created. Unless the population remains stable, as that size only necessary to maintain the Government and its functions, Capitalism it would seem, would be necessary, where the population is greater than what jobs a government could provide.

Need

The Whole is the province of Socialism. The Part is the province of Capitalism. And thus the two should in this opinion coexist simultaneously with strict separations. Need is near the same for everyone, while want is a difference for everybody. Need would be the province of Government and want the province of Capitalism. Ideally government should provide free or affordable what all equally need, like food, healthcare, public transportation and infrastructure, public telecommunications, housing and fire, police, sewage and water.

What should be Socialist and what should be not ? Banks are socialist. Insurance is Socialist. The military is Socialist. However, in most cases these have been stolen by privateers. Each of these collects funds from a large community, to be used to help individuals and the few, that otherwise could not help themselves. Religion is Socialist, accept the reward for one's donations is immaterial. What do individuals need but can't afford, and could-so only collectively ? As it is, municipal services are such as : public education, water and sewage, side-walks, streets and street lighting, roads and public transportation, energy gas and electricity, public healthcare, public safety, police and fire, judicial systems and the courts, permits, parking and libraries. Other things may include radio, TV, telephone and internet.
