If procreation must be governed by automatic biological processes for worse case scenarios, then species procreation can over populate an environment in times of best case scenarios, causing environmental resource depletion. External means of population control is then necessary, as when a species over populates its food resource, the population is lessened by starvation. Species population is externally controlled by food resource as a natural population control. External means of population control are such things as the relationship of a species to predators, and conditions of the species' environment such as geographical conditions, climate and weather. For species low on the food chain in the category of prey, those with shorter a lifespan or harsh conditions of the environment, greater ratios of predators to contend with such as insects, the general rule for internal control of population seems to be a greater number of offspring produced. For species without high predatory pressure such as birds with ample food resources, or for those in the category of predator as species high on the food chain with limited food resource, in which fewer can be fed such as polar bears, the number of offspring as a general rule seems to be less.

Population is also externally regulated by relationships of predator to prey. Organic life which burns energy needs to replace it, and the source of all replacement of energy must be contained within the planetary environment itself and cannot be resupplied from the far reaches of space. Everything must use elements of its environment to be converted into energy as living existence. This use of whatever is at hand must be regenerative resource, as a fairly stable and of constant numerical quantity.

The natural planetary economic law which applies to every species on the planet except for humankind is Necessity and Subsistence, which is in and of itself a natural population regulator. Every species using only what it needs of environmental resources, keeps the depletion of those resources to a minimum. The procreation mechanism of the human species is like every other in that it is internal or genetic and biological. Humans living life by Necessity and Subsistence in many if not most cases, may have a propensity to use artificial methods of birth control, since the available resources are finite and over population would be to the detriment of the whole.
