The government regulates the relations of individuals within the community. Individuals, families, clans, or organizations do not necessarily agree with each other and may have different standards for all aspects of living. The government regulates with laws, activity, behavior and conduct, so as to promote the greatest safety, the least friction and theoretically the most fairness. By the concept of government, the purpose is the mutual benefit of all of its citizens, and rules and regulations should be equitable to all.
The government creates uniform standards of conformance such as money, laws, weights and measures, language, building codes or business standards and practices, which promote the smooth interaction of the relations between the various members of the community.
Because the government needs operating assets such as fire engines, office space, police cars, water department equipment, and all sorts maintenance facilities, these are paid for by the community as a whole. If the government operated for profit, then individuals belonging to the government would be able to use the resources of the entire community for the benefit of the few, which would be unfair to the public at large. Government by its socialist character is non-profit. When individuals utilize a government for their own interests or the interests of some specific model for society, which is imposed from above, it is defined as
Authoritarianism. If the community outside the government does not willingly support it, then it can only be supported by force.
From the premise, that government is socialist in character, government assumes various forms which can be described in terms of a scale of either more or less government.
