Those feelings of they and the community are the same and equal and thus possessing a community identity, would voluntarily know and more readily obey the conventions of the society without enforcement by external authorities. Every individual represents the community as a whole. This would be called a Community Identity, wherein the individual would comport themselves in accordance with the community standards, as the Germans pride themselves in cleanliness and the Americans in freedom.
Codified Law:
Codified law is mandated by government and enforced by constabulary, courts and prisons. To the extent that the citizens of a constituency are unequal, alienated or ostracised is to the extent that codified law must take precedent over and above Convention and become Authoritarian, wherein the citizens do not entirely embrace the law. Codified law is called External Authority as external to the discretion and perhaps agreement of the individual, but is to be obeyed at all times.
Authoritarian governments are based on a ruling elite and thus there must exist elitist standards of deportment. The ruling elite as considering themselves superior would rule themselves by Convention. The common citizen considered inferior and incapable of self deportment would be ruled by Codified law, wherein the Convention as applicable to the ruling classes would be hidden and thus inaccessible, and not that the great unwashed are incapable of Convention, but rather enforcing exclusion.
Economics:
Economic function can be said to be owned by government or by private individuals and organizations. This can be generalized as Socialism as non-profit and Capitalism as for private profit. An eternal political argument is how much economy should be controlled by government and how much by private interests.
