Government agendas can be said to essentially be of two types or Socialist and
Authoritarian. Authoritarian administrations is government constituted for primarily the benefit the few, such as Oligarchy, Monarchy, Totalitarianism or Theocracy. Actual governments as constituted historically, rarely conform to the socialist archetype, and have throughout recorded history most often corresponded to Authoritarian models.
Whole:
The socialist model is constituted to represent the concept of a Whole, wherein all or most of the citizens are considered as various aspects of one entire integrated organ, and which today are generally constituted as parliamentary systems, wherein seats in the government are assigned based on the vote garnered and thus are multi-party structures.
The purpose and function of the Whole is defined as to produce qualities, conditions, results and products internal to itself, or in political terms internal to its jurisdiction as the entire community. This is the creation and maintenance of all government functions, which the community may use in common, like roads and bridges, water, sewage, police, fire and parks. A Whole is defined by the products produced internal to itself as the entire environment engendered within.
Part:
Government defined as Authoritarian is said to be analogous to the concept of the Part, the function of which is to produce products external to itself. A Part depends for its function on external purpose and meaning, as producing products that serve a larger Whole outside itself. In terms of Politics this product is called
Authoritative Imperatives which are Comparative Standards
as superior authority like God, personality, icons or money, to which by comparison everyone is evaluated and to which everyone is to conform.
