Different people or even cultures may use different numerical
systems. The system of interpretation may not be so important as that whatever system is used becomes Fixed. For the interpretation of numbers it is necessary to employ Symbolic Context. Symbolic Context is the interpretation of aspects of circumstance against a limited framework, focus, motif, theme, scenario, question or statement. The garbage spill at a major intersection at 9th and 132nd street tied up and affected traffic flow city wide for over several hours. This event occurred the day after a particular decision was made at city hall. In most cases this event would be interpreted as random.
If the 9 and the reduced 6 were an individual's numbers, and the individual had a context of being political, this event might be interpreted by its timing, as a comment on what this individual viewed as a particularly bad decision made at city hall the day before. Whether this event is random might be determined by the individual, based on numbers associated with it. In this instance these numbers could be contained in the address, the time numbers on the truck or more remotely the date.
Not everyone can nor should be allowed to influence reality
by non-material means for their own or as well as the good of the whole. For those that are become capable, there may be a serious and prolonged vetting process to eliminate those unqualified. The operative phrase may be "Many are called but few are chosen". However anyone can interpret reality, read Semiotic Language and some can create Symbolic Context. One can learn from interpretations that they would otherwise ignore and be unaware.
