Sometimes these incursions lead to war. Because oligarchy exerts influence either as passive or overt over the mass media, the popular conception oligarchies are always as machinations of past history. The oligarchy is a completely separate culture within a given society, with its own schools, churches, clubs, associations, social societies, merchants and wherein the justice system is usually skewed so as exempt or coddle them from the penalties that apply to everyone else.
The operation of democracy is the election of representatives that are voted
upon in succeeding elections and whose members come and go. The elected officials will attempt to conform policy of the various government agencies, to
the politician’s philosophy as presented to the electorate, and will appoint functionaries to carry out that agenda. The oligarchy holds control over those government agencies that can help them the most to further their accumulative advantage or to protect what they already have. The oligarchy operates through the unelected bureaucracies of the civil service of career bureaucrats, that remain throughout the various transitions of elected administrations. The oligarchy will control various functionaries within the civil service that are not subject to appointment by elected officials and that do not change with administrations.
They will control these functionaries through bribery, by offering them access
to special relationships, connections and access to financial and other advantages, relative to the needs and wants of the recipient. These functionaries in return work to subvert the interests of the many, and to exploit the workings of the government for oligarchical interests when such is desired. They are not overt, are very discreet, nor do they overuse their advantage, operating only
when necessary, so as not to expose the operation and existence of the oligarchical influence. Oligarchies also engage in various other means of control. They give away lots of money, especially to the favorite charities, to the special projects, to the political campaigns of all elected officials including judges and to anyone else who can help them, and they pull strings to make things happen for those who can benefit them. Much of government foreign and domestic policy and action cannot be understood in the sense of the common good, because it
is orchestrated for the purpose of benefiting the oligarchy or others with ability
to achieve private ends.
